It will be really good to get a dedicated strength and conditioning department installed...It's revolutionary and I don't see it catching on but you never know

Reading about Tony Decker and he is 4 a S&C coach of the year. He has worked at many lower level colleges.

He only has a bit of easily locatable stuff on the internet. One video is a bunch power cleans. I am not a 4 time ruining S&C coach but cleans are not something i would add in today's program. He has no big big time programs that he managed but he does have credentials.
