He'd have to be top 10 at a minimum. Top 5 most likely.

I was meaning that he had some measure of control on the defences, cap dollars to him are cap dollars that can't go on defence. People really do tend to discount scheme continuity and coaching ability when evaluating QBs.
Brady, for example, recently said that if Aaron Rodgers was in Bill Belichick's system, he'd throw for 7,000 yards every season.
