There's been some talk on the local radio here (Stafford is from here) that the Lions might want Tua. The Chargers seem like the most logical destination should they move him.
But, it's highly unlikely. I think they'd have to eat like 40mil in dead money.

With his contract size and injury issues?
Good luck with that.

$32 or $33M in dead cap space if they part ways with Stafford. And his back is so bad, he might have to pull a Luck and retire before the season starts. They'll have shots at Tua and Herbert at #3 and he can sit for a year if Stafford plays. Or they can trade down a few picks to a QB hungry team, get added picks, and go defense with the hope Stafford makes it another year. I'm thinking Detroit doesn't figure it will have this chance again for a long time to draft a franchise QB and will go that route.
Drafts are like snowflakes, no two are alike.

More and more I'm starting to think they should just draft Tua and play whichever guy is sufficiently healthy in 2020 with eyes on actually being decent in 2021. Considering their cap situation and level of talent, I can't see how they'll field a good team next year in any case.
EDIT: Ok maybe decent in 2022.
