It's for free agency once the season starts. You can bid after Monday game and the waivers process Thursday AM and then each day through Sunday. But after Thursday only those players recently dropped would you have to bid on so that everyone has a chance. I believe anyone not recently dropped is immediately added after Thursday AM. I might be slightly off in the minutia as this one runs slightly different than my other ESPN ones (but I think that's only the Thursday AM processing)
You don't have to put any money on a player but if someone outbids you they would get it. It's to balance it out rather than just giving the worst record priority.
