My thoughts on Higgins (on a text thread where we discuss him a lot) as the most likely way he were to be acquired is if we pick up a future first, late first, or high second in any trade downs this year. I agree that's the realistic method. A trade down with the Bengals to get him, or just a plain vanilla trade down with them, is absurd. Got DeForest Buckner and picks on a trade down with Indy, drafted Anderson at 4 and got Tee Higgins on a trade with Bengals.

Getting the 3 pick allows us to trade down again whereas the Bengals pick does not.

Nothing wrong with entertaining the notion of a straight up trade for Higgins, though. I'd still rather have Hopkins, but Poles could do his trade down (or trade downs), see what he can come up with, then make the Bengals a reasonable offer of picks for Higgins.
